Board of Directors

PARNL is a volunteer organization, run by a Board of Directors comprised of residents. The Board generally meets monthly to discuss matters relating to the business and affairs of PARNL including Association governance, policy, annual operating budget development and national conference delegation.

Members of the Board are elected at the Annual General Meeting of PARNL which takes place during the month of August of each year. Nominations may be made two weeks in advance or from the floor at the AGM.

The Board consists of the Executive, Board of Directors and Council.

The term of a Board Member is offset from the regular Academic Year (July to June of following year). A typical term would run typically from August for 12 months.

PARNL Executive

President

  • Presides at all meetings of the Board
  • Chair of the PARNL Executive
  • Chief Spokesperson for the Association
  • Chair of the Association Management Committee
  • Responsible for submitting an annual report to members
  • Board member of Resident Doctors of Canada
  • Signing officer of the union
  • Involved in negotiations

Vice-President

  • In the absence of the President, The VP presides over the Board and annual and special meetings
  • Member of the PGME Committee from PARNL
  • Chair of the Residency Program Council
  • Member of the Association Management Committee
  • Signing officer of the union
  • Involved in negotiations

Communications and Finance Executive

  • Oversees preparation of the budget
  • Maintains full and accurate accounts of all the receipts and disbursements of the Association with the aid of the Executive Director.
  • Reports financial matters to the Board
  • Presents an annual finance report to the members
  • Attends all meetings of the Board
  • Records all facts and minutes of proceedings
  • Gives all notices required to be given to the members
  • Certifies all resolutions of the Board meetings.
  • Signing officer of the union
  • Involved in negotiations

Medical Education Executive

  • Is the senior member of the PGME Committee from PARNL
  • Represents PARNL as the Royal College Representative
  • Attends all meetings regarding Accreditation
  • Attends RPC on behalf of RPC
  • Involved with Negotiations

Past President/Co-Presidents

  • Involved in negotiations
  • Special projects as designated by the Board

PARNL Board

Family Medicine Representative

  • Represents Care of the Elderly, Care of Underserved Populations, Emergency Medicine and Family Medicine
  • Attends all Board Meetings
  • Attends the Residency Program Council
  • On the social committee

Medicine Board Representative

  • Represents Child Psychiatry, General Internal Medicine, Internal Medicine, Medical Oncology, Nephrology, Neurology, Pediatrics, Psychiatry and Radiology
  • Attends all Board meetings
  • Attends the Residency Program Council
  • On the social committee

Surgery Board Representative

  • Represents Anatomical Pathology, Anesthesia, General Surgery, Obstetrics/Gynecology and Orthopedics
  • Attends all Board Meetings
  • Attends the Residency Program Council.
  • On the social committee

Junior PGME Committee Representative

  • The PGME committee consists of Program Directors, Program Chairs, PARNL representatives and is chaired by the Associate Dean (PGME), and aids in overseeing issues relating to resident education
  • PARNL representation consists of the Vice President, Medical Education Executive and as well as a Junior Representative
  • PARNL reps are expected to attend all PGME Committee meetings and liaise with the PARNL Board and Executive to maintain a close relationship and open lines of communication between PGME and PARNL
  • The PGME Committee meets on a quarterly basis, as well as at the discretion of the Committee Chair should pressing issues arise

NLMA Representative

  • Represents PARNL at the NLMA
  • Attends 4-6 meetings annually of the Board of the NLMA

Resident Doctors of Canada Representative

  • Represents PARNL to RDoC
  • Attends quarterly Board meetings

PARNL Council

Aggregate representatives on the PARNL Board act as liaisons between the resident body and the PARNL Board. Resident programs are grouped into the following aggregates:

Responsibilities of PARNL Board members include:

  • Attendance at all PARNL Board meetings or committee meetings at which the individual represents the Association.
  • Carry out individual tasks assigned at Board or Committee meetings at the direction of the Chair and in consultation with the Executive as required.
  • Review relevant material of the agenda before meeting.
  • Promptly acknowledge all communications concerning PARNL Board or Committee work.
  • Participate actively in all discussions.
  • Share relevant information and experience with the group.
  • Understand and respect other ideas or conflicting viewpoints.
  • Tackle problems objectively and impersonally.
  • Remain on the subject of discussion; ask for clarification on any point or problem as necessary.
  • Accept and follow through on assignments, respecting deadlines and parameters of assignments.

In addition to the above positions, the PARNL Board has membership on the following committees:

Postgraduate Medical Education Committee Reps (3 positions, 2 voting members)

  • The PGME committee consists of Program Directors, Program Chairs, PARNL representatives and is chaired by the Associate Dean (PGME), and aids in overseeing issues relating to resident education
  • PARNL representation usually consists of at least 1 senior representative who has served on the committee in the past, as well as a junior representative
  • PARNL reps are expected to attend all PGME Committee meetings and liaise with the PARNL Board and Executive to maintain a close relationship and open lines of communication between PGME and PARNL
  • The PGME Committee meets on a quarterly basis, as well as at the discretion of the Committee Chair should pressing issues arise

Faculty Councilor:

  • Represent residents on the Faculty Council of the Faculty of Medicine
  • Act as a liaison between PARNL and the Faculty Council
  • The Faculty Council meets on a monthly basis, except for July and August
